* PICC (Presubscribed Interexchange Carrier Charge) represents what long distance carriers must pay the local telephone companies for use and maintenance of local telephone lines. (Does not apply to dial-around services.)
 (NOTE: This charge does not apply to residential and single line business customers.)  
            
** USF (Universal Service Funding) charge is what all long distance carriers must pay to provide more affordable service to low-income users, schools and libraries. (Applied to interstate and international calls only.)  The FCC now mandates the percentage carriers must charge and it is revised quarterly.

*** CRC (Carrier Recovery Charge) is added by some long distance carriers in order to offset expenses associated with compliance and customer advocacy (AT&T refers to this charge as a Regulatory Assessment Fee).
 (NOTE: This fee is neither a tax nor a government-imposed surcharge.)

Some carriers absorb these charges and adjust their rates accordingly.  Other carriers advertise the bottom line rate without these fees included, in which case they must be added to their base rate.
